The author is a graduate of the Université Libre de Bruxelles and majored in English literature and philology. He used to be an official of the customs and excise administration in Luxembourg (since March 1985) and national expert of the Customs Code Committee at the Union Commission on issues such customs value, origin of goods, tariff classification, etc.
